Veronique Buehrlen KC is a member of Keating Chambers with a practice focused on international arbitration, construction, engineering and energy disputes, both onshore and offshore. Called to the Bar in 1991 and appointed Queen's Counsel in 2010, she acts both as counsel and as an international arbitrator. She also served as a Deputy High Court Judge in the Technology and Construction Court between 2017 and 2023.
Veronique has extensive experience of major domestic and international disputes arising from infrastructure, construction and energy projects worldwide. She has acted in proceedings under the rules of leading arbitral institutions, including the ICC and LCIA, and has particular expertise in complex engineering and energy-related disputes (including sub-sea, as well as photovoltaic and windfarm projects). Her experience spans projects across Europe, the Middle East, Africa and Asia, and she is regularly appointed as chair, sole arbitrator and co-arbitrator in international arbitrations.
Bilingual in English and French, Veronique is recognised for her work as both advocate and arbitrator. Her practice combines substantial experience in international arbitration with a deep understanding of construction and energy projects, making her a sought-after adviser and tribunal member in technically demanding disputes.
Julian Cohen is a highly regarded Construction Arbitrator and Barrister with 36 years of experience. His practice spans both Asia Pacific (since 1998) and the Middle East and Africa (since 2010).
He was called to the English Bar in 1990, was a solicitor from 1993 to 2009, and He called to the Hong Kong Bar in 2010. In Asia Pacific, in addition to a substantial Hong Kong practice, he has been involved, with disputes involving: Macau SAR, PRC mainland, Singapore, Thailand, Indonesia, Malaysia, Philippines, Vietnam, Fiji, Guam, India, Pakistan, Bangladesh
In the MENA, he has been involved, with disputes involving: Dubai, Abu Dhabi. Kingdom of Saudi Arabia, Oman, Qatar, Kuwait, Yemen, Iran, Iraq, Sierra Leonne, Mali, Benin, Egypt, Ethiopia, Armenia, Turkey.
Formerly a partner in Pinsent Masons’ construction disputes practice, he founded Resolution Chambers and Resolution Chambers International in 2021. He is ranked by legal directories as one of Hong Kong’s leading construction counsel) and top arbitration practitioner. He regularly teaches arbitration and trains arbitrators across the world. He is Vice-Chair of the Hong Kong Bar’s Construction Committee and is in charge of events for the Hong Kong Society of Construction Law.
